‘No government’ is an exaggeration. The outgoing government is still the caretaker charged with handling ‘current business’, which can include anything from paying wages to sending soldiers to Africa. What it can’t do is prepare a budget for 2008, appoint any officials, or take any new initiatives, so it’s simply stretching the spending plans of the previous legislature.
