“Nearly 5,000 Ugandan men were recruited for the study. Half were circumcised, half had yet to undergo surgery.”
Had yet to… Adult men…

Such low levels of dysfunction and dissatisfaction (all less than 1.6%) mean any differences between circumcised and intact are guaranteed not to reach significance.
The Laumann study, and others, have found much higher levels of sexual dysfunction and dissatisfaction (Laumann; 39-46%), so there is something wrong with this study.
It was carried out by the same people who circumcised all those volunteers in an effort to prove that circumcision prevents HIV. So everybody involved was in favour of circumcision, and everybody involved knew it.
It was obviously carried out and is now being publicised in order to soften people up for mass circumcision campaigns.

HIV did not affect gay or straight HIV transmission in US study and yet the HIV thing based on pro circ researchers is thrown around.
Now the same pro circ people as guys that have been cut how it is.
This type of study typically has the guys saying he was not harmed, regardless of the situation.
The fact is they amputated a functioning part that is also the most sensitive.

There was a study published in the March 2007 issue of BJU International
on “The Effect Of Male Circumcision On Sexuality”:
About 6% answered that their sex lives improved, while 20%
reported a worse sex life after circumcision.
This study suggests that adult circumcision adversely affects sexual
function in a significant number of men, and the authors suggest
that it may be due to loss of nerve endings in the removed skin. In
addition, there was an approximately 9% incidence of severe penile
scarring or uncomfortable erections from curvature or tethering
after circumcision.
