Amanda Mills, 34, from Basildon, Essex, claimed to have spotted a man trying to break into a bedroom window at the Ocean Club in Praia da Luz a week before Madeleine disappeared from the complex.
“Last night she said there are “strong similarities” between the man she saw and the new sketch.
“Nanny Charlotte Pennington’s description of a person she saw with Mr Murat also matches the man shown in the artist’s impression”

You’re right, the story of a missing victim lacks exploitability. You feel an initial sympathy, but without no news, the interest fades away.
However, I think that you cannot make an ongoing story based on available victims either. The mechanism is just the same: People feel an intital pity, but who wants to continue to be in this mood over a long time?
The interesting characters are never the pure victims. It’s like in a movie, where we tend to identify with either the heros or even with the anti-heros (the bad guys), but unwillingly with the victims, for which we have sympathy rather than empathy.
So it’s the possible sinister aspects, the idea that nevertheless they “might have done it”, which fuels the interest in this story. If the McCanns had never been suspected, and maybe were still hanging around in Portugal, they would be regarded as broken persons, but the story would have long died.

What would happen if a spokesperson for two suspects in a UK missing persons case stood up on national television without the say so of the investigating officers and bandied about a sketch of someone they say may have been complicit in the case?

I doubt that a legal understanding is of much relevance here.
The reality is that the police here have very effective sanctions against journos who don’t toe the line.
So, ask yourself whether journos would risk being cut off from the fount of all wisdom because they had stepped on the toes of almighty plod…
