The authorities here are extremely liberal and Tolerant. I believe what Dubai police did was a great step forward in detering others from indulging in a manner that show no respect in abiding to local rules and traditions. Zero tolerance should be shown to these people and they should be thrown behind bars for the next 2 years. Dubai is still so tolerant if they were in Saudi or Kuwait they would have a sword cut down their throat by now.
