Twenty BILLION was spent on the intelligence services each year, and they failed right-down-the- line to prevent the attack by planes on that fateful day.The USA is forever taking measures now to stop terrorism,but just like at Pearl Harbour in 1941 they were caught with an early punch that did great damage, and exposed the vunerability(and lack of intelligence?) of the most powerful country in the world.
