He wasn't a H&S inspector but a member of the facilities management team looking for leaks in the roof. Give the guy a break. I loathe the real advertisement the above is based on. He was given a ladder that didn't have another bloke at the bottom, holding it. So he shouldn't have gone up it in the first place.
