Seriously though: let on on the ‘net. Lock his HOSTS.txt after adding all the addresses for known porn sites, prevent P2P software running at all, reverse engineer (or custom write) his e-mail and IM software so that all his communications are silently and invisibly CC’ed to the police - and see who he’s talking to. There must be someone on the force who can do these things - the level of expertise required is about that of a good systems administrator running a company’s intra/inter network. All the police have to do is give him a router with slightly altered software on it. He doesn’t look like he has the brains to find the reset button on one, let alone examine the code to see how it works and neuter it.
