There are two African students because the film originated from the Colonial Film Unit, an arm of the British Government! Run by a civil servant called Mr. Cholmondely Warner no doubt.
Presumably they wanted people from our (then) colonies to come to the Great White Queen’s Island, spend lots of money without upsetting the natives, go back to their homeland, and keep the status quo going.
Or maybe London Transport just wanted drivers and conductors….
Wow that was fun to watch, but it did not have to be 8 minutes long! Why did this psa feel such a need to single out african students? Why not just two men…that was wierd.

Those were the days! When a cripple was offered a helping hand. And when a helpful conductor would keep the riff-raff from coming aboard.

Can it be that it was all so simple then
or has time re-written every line
and if we had the chance to do it all again

Well the simple answer is…no
because it was never really that simple
or black & white at the time
