Not even a fine. Net effect on the offender. NIL. They come out of court saying " I got away with a suspended sentence". Got away with it. I have heard them say it when talking to them after the hearing. The suspended sentence experiment was possibly a noble one, but it failed, because it is only intelligible to people of intelligence. I think the stupidity was the deciding factor in his arrest. How hard is it to trace someone if you have their cell phone, even the dimmest plod should be able to figure that out. Good police work???
