French President Nicolas Sarkozy and European Commission President Jose Manuel Barroso met British PM Gordon Brown in Downing Street. British and French leaders were meeting Monday with European business executives to discuss plans for major government spending on infrastructure and energy projects aimed at helping Europe to beat the downturn.
