FRANK Slowick, 44, was beaten up when he grabbed hold of a policeman’s groin. Park Ridge Police Lt. Duane Mellema says that after Slowick was chased, floored and arrested for shoplifting he grabbed an arresting officer’s groin and refused to let go.

There were two policemen at the scene. The news report tells us:

The officer then struck him several times in the face with his hand in an effort to get him to release his grip, Mellema said. Slowik eventually let go, and was arrested and taken to Resurrection Medical Center in Chicago for treatment

You hit him the face and head to make him release his grip?

Says Park Ridge Police Cmdr. David Keller:

“The force, under the circumstances, was reasonable in order to carry out the arrest.”
