Student Arrested For Jogging Whilst Over The Drink Drivin Limit

TO Pennsylvania, where James Finan, 21, has been arrested for “jogging without any light”.
Police claim they noticed the smell of alcohol and that Finan was “unsteady on his feet”.
They asked him him blow into a breathalyzer test. The device recorded a blood alcohol content at .19, “more than twice the legal limit for driving.”
Which he wasn’t doing. He was jogging. But, we agree, that should be a crime…
