In this context, people with money means places like China, and the Gulf States, rather than the poor bloody infantry, the taxpayers, which has to be a plus.

Also the less glamourous bit of talking to the Chinese Prime Minister, Wen Jiabao, over the phone, or, to be more precise, talking to an interpreter who will talk to an interpreter who will talk to Wen Jiabao, which presumably at least shows willing, even if an email would probably work better.
