   They are correct if someone is withholding information they are guilty also and over here they would be charged with withholding evidence in a crime, even if they were not directly involved. However, most individuals who commit evil crimes don't go around bragging about their crimes nor tell anyone of their evil actions. Serial killers and many paedophiles carry on with their evil actions for many years until caught by chance.
