MARK Duggan was no angel. The 29-year-old father-of-six’s most ardent friends and family would probably agree.
He died when shot by a still anonymous (to the British Public) police officer.
Was the man who police immediately after the shooting branded as a gun-wielding gangsta who opened fire on them, a victim of the UK’s collective loss of innocence?
The country which has a complete arms ban on hand guns has since the ban’s introduction seen a massive growth in the number of armed alleged criminals and a matching increase in the very much more superior arming of huge numbers of police officers.
As a child he lived in the Broadwater Farm Estate which was a breeding ground of mistrust and conflict between the majority black population and the, now universally accepted, predominately white, right-wing and institutionally racist Metropolitan police force.
The estate’s name was branded into the UK’s population psyche when the unarmed beat bobby PC Keith Blakelock was cornered and chopped to death during the Broadwater Estate riots of October 6, 1985. He was the first serving police officer slaughtered during a civil disturbance for over a century.

The Mark Duggan Story In Photos: Police And Gangsters Shoot To Kill
ON August 4, 2011, Mark Duggan, 29, is show by police in north London. The father-of-four was travelling in a mini cab when pulled over.
Operation Dibri is a disaster. Set up by the Met’s black crime Trident unit, and fed information by the no-longer-operating Serious and Organised Crime Agency (Soca), police believed Duggan had picked up a gun in Leyton, east London, and was on his way to commit a crime.
Reports are that he had collected a BBM Bruni model 92 handgun. It contained a single bullet.
He was on his way back to Tottenham. With the gun in his possession, police were on his tail. He spotted them following in an unmarked car. Police control gave the order to “strike”. Three police cars swopped, boxing in the taxi. Duggan did not go quietly. He opened the door and got out.
Officer V53 fire not one, not two but three shots. He shot to kill.
V53 said he saw a gun in Duggan’s hand:
“It’s like a freeze-frame moment. The only thing I was focusing on is the gun. The next thing he does, he starts to move the gun away from his body. He’s raised the weapon, moved it a couple of inches away from his body… The next thing he does, he starts to move the gun away from his body. He’s raised the weapon, moved it a couple of inches away from his body.”
But if he was holding the gun, none of the police saw him throw it over a fence onto grass. Duggan was not holding a gun when police fired. The gun was wrapped in a sock. Polce found none of Duggan’s DNA nor fingerprints on it. It had not been cocked for firing.
Was Duggan going to shoot? The officer says he thought so. In a split second he made the call to fire.
One bullet his Duggan in the arm, going on to lodge in a police radio. Another bullet hit Duggan in the chest.
The Met told the IPCC Duggan had fired at police. It had been a shoot out. No. He never shot.
The armed officers made written statements as they sat in one room. Did they confer?
The mini cab was not immediately quarantined.
Detective Chief Inspector Mick Foote said
“Intelligence over that period and historically was a clear indication Mark Duggan was involved in gun crime. As well as gun crime, he was involved in the supply of class-A drugs and possession of ammunition – all of them very serious crimes.”

Mark Duggan Inquest: Why Would The Police Toss The Gun And Feed Misinformation To The Media?

“Misinformation suggesting some form of shoot-out – you accept that was a serious mistake?”

Get Theresa May To Sort Out Duggan Shooting Inquiry Says Tottenham MP
HOME Secretary Theresa May should take charge of the investigation into the fatal police shooting of Mark Duggan, 29, in Tottenham because of increasing concerns over how it is being handled, the local MP said today.
Tottenham MP David Lammy said there had been a “catalogue of very public errors” surrounding the investigation by the Independent Police Complaints Commission.
Two of the three community leaders appointed to oversee the IPCC inquiry had quit, claiming the investigation was “flawed and in all probability tainted”.

Mark Duggan Killing: Police Start Kettling Talkative Guardian As Adviser Quits Watchdog ‘Worse’ Than Evidence Planters
THE investigation into the police shooting of Mark Duggan in a Tottenham street on August 4 is spiralling down completely out of control.
It is now clear London’s Metropolitan Police were involved in the Saturday protest over the Guardian story of the now seeming totally botched investigation into the shooting and death of Mark Duggan.
The Met is complaining over a story concerning an investigation over which they should have absolutely no control or ever venture an opinion…it should never be part of their role while an incident involving their officers is under investigation.
One of the Independent Police Complaints Commission’s own advisers has quit saying an ‘outstanding’ piece of investigation may show evidence to have been tampered with or even planted, some not properly examined and the facts not revealed to the IPCC boss Commissioner Sarah Green until three months after the events.
There is also an allegation the IPCC is worse than the police force it is now investigating.

Chaotic Police Complaint Commission Whinge Over Guardian Mark Duggan Yarn: Killing The ‘Murder’ Story
THE UK national newspaper The Guardian has bared its teeth, snarled, and told the Independent Police Complaints Commission (IPCC) to piss off.
After what seems to have been a furious day the UK’s Press Association this morning put out a story, which can only have been triggered by the IPCC, saying:
“An investigation into the death of Mark Duggan, whose fatal shooting by police triggered riots across the country, has still to establish the sequence of events concerning a handgun found at the scene, the police watchdog (IPCC) said.”

Police Always Knock Twice – ‘Executed’ Mark Duggan Was NOT Armed When Lying Police Opened Fire
MARK Duggan. Remember him? He died in a London street while apparently obeying police orders and face down in the road near Tottenham Hale Tube Station, London.
He was the gent who police at first claimed had shot at an officer in the execution of their duty. That was just after a police-marksman had emptied two shots from an assault weapon and extremely efficiently double tapped the – now forensically proved to be – unarmed Mr Duggan.
If you have trouble recalling the name you may still remember the nights of police failure, burnings, violence and looting which followed the shooting and the stream of totally dissociated youngsters paraded through draconian rapid magistrates court hearings.
Mark Duggan was a 29-year-old father of four who police said had shot at them despite eyewitness accounts Duggan was on the ground next to a hired people carrier when an officer armed with a Heckler & Koch MP5 semi automatic machine pistol killed him stone dead in true SAS style. The police were using the usual no-chance-of-survival dum dum bullet banned to the World’s armies by the Geneva Convention.

Mark Duggan’s Chilling Funeral: Lying Daily Mail And Daily Express Defame Mourners As Gangstas
MARK Duggan is dead. He was killed by police in Tottenham. He was buried today. The Daily Mail’s Anna Edwards reports:
It was the send-off he would have wanted – but one which will strike a chill through a country still recovering from the devastating riots which turned British streets into no-go areas.
The headline above her skewed story declares:
“Gangsta salute for a ‘fallen soldier'”
Always good to know what the dead man would have wanted. But what is it about seeing the funeral of a man shot dead by police that sends a chill through Anna’s bones?
…And as his body was ferried to his funeral in a horse-drawn carriage, mourners lined the streets to pay their gang-style respects – arms outstretched in salute to ‘a fallen soldier’.

Mark Duggan Never Fired A Gun – But The Police Always Shoot To Kill
WAS Mark Duggan murdered by the police? The police were armed when they pilled over the silver Toyota Estima minicab he was a passenger in on Ferry Lane, close to Tottenham Hale tube station. The police shooter was tooled up with Heckler and Koch MP5. The police shoot to kill. Tap. Tap. It’s the way of the SAS.
As we told you – read this:
The police NEVER shoot to wound. The Rules of Engagement for police officers is to fire two hollow point rounds directly into the chest.
This is the Double Tap favoured by the Special Forces as the SAS and SBS. (Who would also be armed with hollow-point ammunition when shooting at fellow country men and woman).
There has never been a UK Police shoot to warn or wound policy. It has always been Shoot to Kill. When a firearm (in some cases air rifle or air pistol) is as much as pointed in the direction of Police Officers in, say, North or West Yorkshire Forces recently there has not EVER been a case where the culprit was not shot and killed. No trial, no wounds…Dead.
The police use Dum-Dum bullets because they can not and will never give an opportunity for an armed suspect to shoot them.
Was Mark Duggan armed? A non-police gun was found at the scene. The converted BBM Bruni self-loading pistol was found to have a “bulleted cartridge” in the magazine.
The Independent Police Complaints Commission issues a missive:
The Independent Police Complaints Commission’s investigation into the circumstances surrounding the fatal shooting of Mark Duggan is continuing today, with investigators examining statements, as well as analysing results of forensic tests and awaiting further results.
The IPCC is carrying out a full CCTV trawl of the area, as well as CCTV from buses in the area at the time. Our investigators will be examining recordings of radio transmissions from both police and London Ambulance Service, including 999 calls with a view to tracing further witnesses. We will also be examining any intelligence and surveillance material leading up to the planning of the operation.
At this stage, it has been established that at approximately 6.15pm on Thursday 4 August 2011, officers from the Metropolitan Police Service’s Operation Trident and SCD 11 accompanied by officers from the Met’s Specialist Firearms Command (CO19), stopped a silver Toyota Estima people carrier minicab in Ferry Lane, close to Tottenham Hale tube station in Tottenham to carry out an arrest.
Mark Duggan was a passenger in the minicab. What happened next is subject to the independent investigation.
Two shots were fired by one CO19 firearms officer.
Paramedics from London Ambulance Service (LAS) attended along with medics from the Helicopter Emergency Medical Service (HEMS) but Mr Duggan was pronounced dead at scene at 6.41pm.
A non-police issue handgun was recovered from the scene.
A post mortem examination concluded that Mr Duggan was killed by a single gun shot wound to the chest. He also received a second gunshot wound to his right bicep.

The IPCC commissioned tests by the Forensic Science Service (FSS) who have so far confirmed that:
• The bullet lodged in the MPS radio is a “jacketed round”. This is a police issue bullet and, whilst it is still subject to DNA analysis, it is consistent with having been fired from an MPS Heckler and Koch MP5.
• The firearm found at the scene was a converted BBM ‘Bruni’ self loading pistol. This is not a replica; the scientist considers it to be a firearm for the purposes of the Firearms Act and a prohibited weapon and is therefore illegal.
• The handgun was found to have a “bulleted cartridge” in the magazine, which is being subject to further tests.
At this stage there is no evidence that the handgun found at the scene was fired during the incident. The FSS has told the IPCC that it may not be possible to say for certain whether the handgun was fired, however further tests are being carried out in an attempt to establish this.
The officer whose radio was hit was taken to Homerton Hospital where he was examined and discharged later that night.
The minicab driver was not physically injured, but was badly shaken by what he saw. His account along with that of the officers is being examined along with the emerging forensic evidence.
IPCC Commissioner Rachel Cerfontyne said: “I know this is an incredibly difficult time for Mark Duggan’s family, who have made it abundantly clear that they in no way condone the violence that we have all seen on the streets of London and elsewhere over the past three nights. I am committed to ensuring they are provided with answers from the IPCC about the investigation into Mark’s death as soon as we have them, and I acknowledge their frustration that this can be a lengthy process.
“I know that much of this information has been reported in the media already, alongside much inaccurate speculation. Any concerns expressed by the wider public about a perceived lack of information from the IPCC should be considered in the context that I am only willing to share information once I have had it independently verified and once the people who are directly involved in this case – including Mr Duggan’s family and community leaders – have been fully informed.
“I also have a responsibility to balance the need to provide information, with the need to avoid adversely affecting other judicial and coronial processes. This means that it would not be appropriate for me to put all the information we receive into the public domain as soon as we receive it. I assure you that our findings will be made public as soon as we can legally and legitimately do so
“I will continue to oversee the IPCC investigation and IPCC family liaison managers continue to be on hand to support Mr Duggan’s family while our investigators get on with establishing the facts of this case.”

Tottenham Riots: Daily Mail Says Immolating Twitter Worshippers Fuelled Violence
THE Daily Mail’s caption writers are having a great time with the Tottenham riot triggered by the police’s (unlawful?) killing of Mark Duggan. Having dubbed the aggro the “Twitter Riot“, the image of a burning double-decker bus is captioned: “a double-decker bus is immolated.”
Immolated? As in to kill or offer as a sacrifice, especially by fire. Synonyms for immolate are sacrifice and offer.

Tottenham Riot: Twitter Readers Fear Daily Mail Fanned Violence (Photos)
THE Daily Mail says the rioting that followed Mark Duggan’s death in Tottenham (a man the paper calls a “gangster”) was sparked by Twitter…maybe. One caption to a photo of the car-b-cue calls it ‘Twitter Riot‘ (see left). The paper yells:
Fears that violence was fanned by Twitter as picture of burning police car was re-tweeted more than 100 times
Forget guns and a sense of estrangement from power – the real menace is Twitter.

Mark Duggan Death And Tottenham Riot: Bullet Lodged In Police Radio Was Police Issue?
MARK Duggan is dead. He was killed by police in Tottenham. He lived on the enable Broadwater Estate. The Daily Mail has labelled him a gangster. Why? We don’t know. They offer no proof. Rumour is the fuel stocking the fires of suspicion.
His brother, Shaun Hall, tells Sky News:
“There should be someone here putting our minds at rest about what happened. He’s not some type of gangster. He’s a family man.”
Duggan’s lover, Semone Wilson, tells media:
“When we were outside the police station last night we wanted someone to come out. We want some answers. I have not even told my children that he is dead because we cannot give them any answers.”
