Here we are having an apparent conflict of interests – between gay minority and, as poll indicated, the majority of Muscovites. The legal way to solve it may be found in the article 17 of the Russian constitution saying: “The exercise of rights and liberties of a human being and citizen may not violate the rights and liberties of other persons. “ So, the Mayor of Moscow when banning gay parade made a legally sound decision. No wonder that Moscow's District Court ruled that a city ban on holding a Gay Pride Parade was legal. My personal view is this.
