Whatever that is, it is in the lumbar region of his back, not the caudal region. Some people do have slightly protruding tail bones, but that is not what they look like, or where they are located. Feel your tail bone with your own hand and you will see how much lower than one’s belt line that is.
In short, I think it is either a scam, or something very unusual and abnormal. Yuck!
